Federal, state and local health departments partner with federal, state and local education agencies and school districts (all public entities), plus nonprofit (private) community organizations and community health agencies. By coordinating and aligning their efforts, they have a greater impact on the health of children and their families.
It's also a good example of the Ecological Model in action. To quote the textbook, which is quoting the CDC-ASCD partnership, "The focus of the WSCC model is an ecological approach that is directed at the whole school, with the school in turn drawing its resources and influences from the whole community and serving to address the needs of the whole child."
You can see how the people who planned this intervention thought about all levels of the Ecological Model.
- At the individual level is the child -- this intervention aims to support healthy behaviors in the child and to reduce risk factors that the child may have based on their age, personality, behaviors or "gestational endowment" (the body and genes they were born with). It also aims to empower students as active participants in their learning and health.
- At the relationship level is the family -- this intervention seeks to involve the family in improving the child's health and health behaviors. Peers and friends are also at the relationship level -- this intervention aims to change the social norms at the school (community level) and this will affect how friends and peers interact. Changing the relationships among teachers, families and students is an action that bridges the relationship and community levels.
- This intervention is mostly focused on changes at the community level: changes in school policies, in the classroom, in the lunch room, etc. It also promotes linkages with community organizations and services. It takes into account the social and emotional climate, the physical environment, community involvement and family engagement. It could also include addressing implicit bias or discriminatory policies or behaviors on the part of school personnel.
- At the societal level, the CDC as a federal agency provides training and funding to help schools and communities implement this vision.
