Public health focuses on populations. Public health cares about social justice.
But how exactly does public health do that?
Public health institutions, in particular local or state health departments, are charged with fulfilling three corefunctions of public health.These three functions are:
- Assessment
- Policy Development
- Assurance
To carry out those 3 core functions, public health agencies provide 10 essential services, as a minimum.
Let's look at how they are related. The diagram above -- from the CDC -- summarizes the information well.
Assessment
Assessment means "we have to figure out what's going on, before we begin to do something about it."
Assessment includes actions like
- Monitor health through regular reporting of the community's health status - number of deaths, number of births, number of flu cases, etc.
- Diagnose and investigate to understand the causes of a new outbreak of disease, or the risk factors associated with bad health.
Policy Development
Policy Development means figuring out what we can do about the problem, and then doing it.
Policy development includes actions like
- Inform, educate and empower clients and community residents so they can do something about their own health and their families' health.
- Mobilize community partnerships to change the conditions of health in the neighborhood or city or county. A Re-Entry Council might be one example of a community partnership, working to change health conditions.
- Develop policies to make lasting changes in our health - for example, expanding WIC, allowing access to food stamps for the formerly incarcerated, or reforming healthcare ("Obamacare").
Assurance
Assurance means making sure the job gets done and gets done right.
Assurance includes actions like
- Enforce the laws that protect our health - which can include things like inspecting restaurants for cleanliness, or making sure that the drinking water supply is kept clean.
- Link to and provide care to those who need it, by coordinating our services in the public health sector (say, between hospitals and clinics) and with other institutions.
- Assure a competent workforce by providing training and education for people who work in public health.
- Evaluate programs and policies, and use that evidence to improve them.
