    Portugal decriminalized possession of all drugs in 2001. This week’s podcast is a conversation with Dr. Nuno Capaz of the Dissuasion Commission of Lisbon. He talks about the history and the successes of the initiative.

    What is harm reduction?

    ‘Harm Reduction’ refers to policies, programmes and practices that aim primarily to reduce the adverse health, social and economic consequences of the use of legal and illegal psychoactive drugs without necessarily reducing drug consumption. Harm reduction benefits people who use drugs, their families and the community.

    Forward Thinking on Drugs
    This overview addresses both understandings of harm reduction and summarizes its key principles before going on to consider the strength and nature of the evidence of the effectiveness of various forms of harm reduction intervention. In doing so, some consideration is also given to criticisms of harm reduction that are occasionally encountered.

    The Global State of Harm Reduction 2014 continues to map the response to drug-related HIV, viral hepatitis and tuberculosis. It also integrates updated information on harm reduction services into each regional chapter, including on needle and syringe programs (NSPs) and opioid substitution therapy (OST) provision; harm reduction services in the prison setting; access to anti-retroviral therapy for people who inject drugs; regional overdose responses; policy developments; civil society developments; and information relating to funding for harm reduction.

    The Drug Policy Alliance advocates reducing the harms of drug use through a lens of public health, using accurate, fact-based drug education, drug-related illness and injury prevention, and effective drug treatment for problematic use.
